There was one in the news recently(ish) because her parents had got her plastic surgery to maintain her physical age as lower: breast removal etc.

You’re thinking of the “Ashley Treatment” (which, I swear to god, sounds more and more like a science fiction plot every time I hear it), in which the parents had their daughter’s womb and breasts removed, then began drug therapy to stunt her growth.
This made BIG news last year, IIRC, when they formally announced they were going to actually go through with it.

Upon what is your theory based?

Statistically, it’s not very likely.
Plus it just struck me as a random stab for no particular reason.
Wasn’t actually a big deal, just prying.

My sister works with a house of handicapped people and there is one, I cannot remember his exact illness but he is still in diapers and undergrown not as much as the video Vicki showed, but my sister told me that he gets very upset if he is not the baby, so some of the staff actually sit and rock him. He is such a sweetheart!
